In particular, the discussion focused on building reserves of critical equipment, training repair teams, and the principle of \u201ctriple redundancy\u201d: when one system component is operational, a second is ready for immediate replacement, and a third is already in reserve or on order.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large is-resized\"><img decoding=\"async\" loading=\"lazy\" src=\"https:\/\/ustcoalition.com.ua\/en\/wp-content\/uploads\/sites\/2\/2026\/05\/whatsapp-image-2026-05-20-at-15.48.33-1-3-1024x768.jpeg\" alt=\"\" class=\"wp-image-1194\" width=\"470\" height=\"353\" srcset=\"https:\/\/ustcoalition.com.ua\/en\/wp-content\/uploads\/sites\/2\/2026\/05\/whatsapp-image-2026-05-20-at-15.48.33-1-3-1024x768.jpeg 1024w, https:\/\/ustcoalition.com.ua\/en\/wp-content\/uploads\/sites\/2\/2026\/05\/whatsapp-image-2026-05-20-at-15.48.33-1-3-300x225.jpeg 300w, https:\/\/ustcoalition.com.ua\/en\/wp-content\/uploads\/sites\/2\/2026\/05\/whatsapp-image-2026-05-20-at-15.48.33-1-3-768x576.jpeg 768w, https:\/\/ustcoalition.com.ua\/en\/wp-content\/uploads\/sites\/2\/2026\/05\/whatsapp-image-2026-05-20-at-15.48.33-1-3-1536x1152.jpeg 1536w, https:\/\/ustcoalition.com.ua\/en\/wp-content\/uploads\/sites\/2\/2026\/05\/whatsapp-image-2026-05-20-at-15.48.33-1-3.jpeg 1600w\" sizes=\"(max-width: 470px) 100vw, 470px\" \/><\/figure><\/div>\n\n\n<p>There was also much discussion about the fact that the question is no longer how to avoid damage, but how quickly the system can recover after an attack.<\/p>\n\n\n\n<p>Moldova\u2019s Minister of Foreign Affairs also delivered a very powerful message:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote\">\n<p>Ukraine\u2019s resistance is our survival<\/p>\n<\/blockquote>\n\n\n\n<p>Moldova shared its own experience of breaking free from energy dependence\u2014from 100% reliance on Russian gas to full diversification of supplies and integration into the European energy system. Particular emphasis was placed on energy efficiency as a tool for energy resilience\u2014from insulating buildings to household support programs for replacing inefficient equipment.<\/p>\n\n\n\n<p>At the same time, representatives of European network operators and the energy sector repeatedly emphasized: Ukraine is gradually becoming a country from which others are learning.<\/p>\n\n\n\n<p>How to operate under attack.<br>How to quickly restore the system after large-scale outages.<br>How to ensure the continuity of critical infrastructure.<br>How to plan for equipment reserves, cybersecurity, and crisis response.<\/p>\n\n\n\n<p>A separate topic was the decentralization of the energy sector: local networks (microgrids), energy storage, distributed generation, and \u201cisland mode\u201d (autonomous operation mode), which allows critical infrastructure\u2014hospitals, water supply systems, and heating systems\u2014to continue operating even if the centralized system is damaged.<\/p>\n\n\n\n<p>For UST, the idea that the energy sector can no longer be viewed in isolation from other areas of life has become particularly important. During a crisis, it is directly linked to healthcare, water supply, transportation, humanitarian logistics, digital infrastructure, and the ability of communities to function as a whole.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote\">\n<p>\u201cToday, resilience is no longer just about energy. It\u2019s about the interconnection of critical systems and the readiness of communities to operate under shock conditions. That is why the high-quality development of resilience plans is becoming critically important\u2014they must take into account not only technical solutions but also the interaction between different sectors and response scenarios,\u201d notes Olena Koltyk, a UST expert.<\/p>\n<\/blockquote>\n\n\n\n<p>\u201cToday, resilience is no longer just about energy.
